The HRC's management team is as diverse as the residents and communities they serve. Drawing from nearly 100 years of service in a variety of public health settings, they endeavor to simplify, streamline and make the delivery of health care safer, more cost-effective, convenient and more efficient.

Traci L. Jones, RNC, MS, PhD, CCE - Community Health, Systems Policy and Administration: Throughout Traci's twenty year career she has endeavored to complement the promotion of optimal health with academic success for children. Traci began this path by becoming a registered nurse. She has spent the majority of her career providing nursing services primarily in school health. She has worked with all age levels but her true love is working with adolescents. Traci has worked with adults with developmental disabilities and children in acute care settings as well. She understands the importance of education and decided to branch out in other arenas by obtaining a master’s degree in information management. She has used that knowledge extensively in her current position as a nursing administrator for a large public school system. There she has worked with administration and school health nurses to create methods to collect, analyze and synthesize data that is used to enhance and create policies, identify organizational needs and streamline work processes. Recently Traci obtained a Ph.D in public health with a focus in community health education. She is an active member of the Maryland chapter of the National Association of School Nurses.
Keisha Simons, RN, MSN - Health Administration, Staff Development, Training and Management: Keisha believes education has the ability to empower and transform lives. This being her foundation, she processes a bachelor’s degree in psychology and nursing and a master’s degree in nursing with a concentration in education. Her nursing career has transcended into a variety of arenas to include cardiovascular Intensive Care, neonatal Intensive Care; and clinical program manager and educator for a licensed practical nurse program. Keisha extended her career to include school health services both as a school nurse and then as an administrator. Her current position includes managerial oversight of school nurses, and facilitation of professional development. She also continues to promote the future of nurses as an adjunct faculty at an area community college. She is an active member and President Elect of the Maryland chapter of the National Association of School Nurses.
Deborah Collier RHIA, Health Information Services: Deborah has a Bachelor of Science, Public Health degree and certification as Registered Health Information Administrator (RHIA) with over twenty years of diverse experience in Health Information Management (HIM). She is results oriented with abilities in leadership, problem solving, interpersonal and organizational skills. Her range of experience in various health care settings includes privacy and security, diagnosis and procedure coding, quality documentation requirements for core measures and reimbursement, educator, implementation and training for electronic health records (EHR) system. Deborah’s professional affiliations include the American Health Information Association (AHIMA), California Health Information Association (CHIA), Southern California Health Information Association (SCHIA), Healthcare Information and Management Systems Society) (HIMSS) and the Healthcare Financial Management Association (HFMA). She has also held leadership positions as Delegate, Board director, Speaker, President, President-elect, Vice president, Treasurer and Committee Chairperson in the aforementioned organizations. Deborah has received the National Community Outreach Triumph Award and the State Professional Achievement award.
Irene Tokar, Specialist, Adult Day Health Care Services - Irene has a Masters Degree in Science and is licensed by the state of California as a Respiratory Therapist. She has over twenty years of experience in various health care disciplines. Her experience includes management of the multidisciplinary team members and medical records, health education and training, management of financial records and cost reporting to the State agencies, critical care (Cedars Sinai Medical Center), in-home medical equipment provider and facility based adult day health care center environments. Irene’s Adult Day Health Center received multiple awards for exceptional efforts in providing vital health maintenance services that improved the quality of life of elderly and disabled people from the City Council of West Hollywood and other community organizations. Irene’s facility played a key role in establishing the Adult Day Health Care Association in Los Angeles in 2009, which serves roughly 80 privately owned ADHC centers in Southern California. As a Board Member, she is a part of the advocacy effort for seniors and was working on the implementation of the Transition plan after the Adult Day Health Care program was excluded as an optional Medi-Cal benefit in California.
Will Price, Chief Solutions Architect and Electrical Engineer with 15 years experience in various IT-related information engineering initiatives, with a focus on business process innovation, knowledge transfer, learning management systems and electronic medical record integration. While a Senior Analyst for VA - Office of Enterprise Development, Will worked closely with stakeholders, developers and analysts to support of the VA Information Systems Technology Architecture (VistA), the world's most widely-deployed Electronic Health Record-based system. Will trained in Home Tele-health and Care Coordination, with a focus on Patient Education and Caregiver Support. Worked closely with product development and support teams to determine final specifications required to meet existing functional requirements, and plan for future enhancements.
Sonny S. Maharaj: Advises on all areas of business operations and administration. Over the last two decades, he has held several positions in the Insurance, Investment and Healthcare Industries. Sonny participated in three start-up ventures, one of which, a virtual HR company, he founded and managed in 1998. In 2005 he was a part of a management team for a start up that was acquired by United Healthcare. In his most recent venture, Sonny founded a medical transportation and logistics company that provides solutions to hospitals, medical offices, clinical laboratories and senior-care facilities. Sonny holds an MBA and a bachelor’s degree in Economics from the University of San Francisco. He also holds a business certificate in Leadership and Management from Santa Clara University. His is currently studying in the area of customer behavior and psychology.
Homiyar Watchha: As the Chief Information Officer and Co-Head of Information Technology for Thomas Weisel Partners, a leading Investment Bank with a long term record of Internet Success (e.g., Google and Yahoo IPO), Homiyar specializes in strategic planning, financial control, contract negotiations, process improvement and operations management. Homiyar holds and MBA from the University of San Francisco and a bachelor’s science from Golden Gate University in San Francisco. Homiyar lives in the San Francisco Bay Area with his family.
Adriana Coste-Hayes, Secretary, Public Relations & Cultural Director:Adriana has a Public & Community Health Bachelors of Science from the University of Maryland and has spent over 16 years directly working within diverse undeserved communities in several capacities. She has collaborated with the Montgomery County Department of Health and Human Services, the Sexual Assault Center of Prince George’s Hospital Center, state and local law enforcement agencies, addressing issues including violent crimes, health outreach, and child sexual abuse awareness. She served as the first bilingual victims’ advocate for Prince George's County's State Attorney’s Office. Currently, Adriana serves as a Bilingual Domestic Violence Liaison for a local Police Department in Virginia. Adriana played an integral role in the Domestic Violence Safety and Accountability Audit, which analyzed the experience of a victim of domestic violence through the public response and non-profit systems.
J.M. Jackson, Treasurer: Michael manages operational budgets, preparation of funding requests, ensuring taxation compliance and payroll administration. Michael has worked for over 25 years for several Fortune 500 companies in management capacities conducting financial audits, preparing operating budgets and developing financial metrics as a member of the Vice President’s executive staff. For over 20 years Michael has owned and operated an accounting/tax preparation business that provides financial business services and operational management strategies to individuals and small businesses. Michael also has experience as an Insurance Consultant. He was responsible for analyzing and evaluating various programs and policies, as well as investigated and evaluated pending claims. Michael holds MBA’s in Accounting & Finance and Human Resources, a BS in Computer Science and an AA in Business Management. He lives in Bowie Maryland.
Peter McCrea: national Relationship Manager for Foundation Source, which provides support services to over 900 private foundations, representing over $4.2 billion in assets under administration. Originally from California, Peter worked in the motion picture industry as a feature film editor, writer and photographer; subsequently, he worked in sustainable land-use planning for private and public clients. Since moving to Connecticut in 1995, he worked in investment management with Leif H. Olsen, former Chief Economist at Citibank, and in commercial real estate with the Hinduja Group, an Indian multinational. He is a trustee of the Lemmon Foundation, a board member of the Green Village Initiative, and chairman of the Livelihoods Council at Save the Children.
